I don't know if the fixture I'm using for this test is not putting out the proper wattage but I am very disapointed with the results of this test.
This is a Reptisun 10.0, it is only 4 months old and I was expecting this tube to be stronger than this since most breeders say these tubes should be good for 6 to 8 months.
By the results I got, this thing is pretty much dead unless you get real close to it. I was hoping to use a under cabinet fixture I have but it's a 16 inch model.
The fixture I used might be a older (2013) Zilla fixture (there's absolutely NO identification of manufacturer on this fixture), the reflector is cheap, actually the whole fixture is cheaply made so this might be a case of a really crappy fixture.
see pictures below of the fixture without and with the reflector.

I was unhappy with the results from the T8 Reptisun 10.0, I then remembered I had a old GE 18 inch 15 watt fixture someplace and found it. Surprisingly, a different fixture didn't help the meter readings any when not using a reflector so I am not listing them below since they are the same as above with no reflector.
Here's the difference, I made a DIY reflector from cooking aluminum foil and this is where the results change dramatically, compare these reading with the 'with reflector' above, huge difference. That cheap reflector is worst than cooking foil! lol :)

As you can see with this second test of this tube with a cooking foil reflector, the scores are often twice the UVB of the previous results. Below is a picture of the two fixtures and the GE fixture with the tube and cooking foil reflector in place.
